A brief history

The Department of Social Medicine and Sanitary Management was founded in 1945 and first it was named the department of Social Hygiene. Professor M. Gehtman was the founder of the department and the first head of it for 28 years.

In the late 60’s the name of the department was changed to “Department of Social Hygiene and Public Health Organization N1”

Need to train and improve managerial personnel in public health stipulated for foundation of postgraduate training of doctors in 1962. Later, in 1969 the department of social hygiene and public health organization N2 was founded. The main objective of this department was to train students of the faculties of dentistry and public health. Professor V. Cant was the founder of the department and its first head. After the transfer of professor V. Cant to another position, the department was headed by professor I. Prisacaru (from 1982 to 1996).

After the sudden death of professor M. Gehtman (1973), professor N. Testemitanu was appointed to head the department of social hygiene and public health organization N1. Professor N. Testemitanu was an outstanding scientist and pedagogue, organizer of public health.

In that period educational work was greatly activated and it comprised new forms and methods of teaching, assessment of students’ knowledge. Didactic materials were republished. All those factors contributed to a considerable improvement of the learning process being the most advanced one at the university. Methods of teaching practical skills also changed. In 1975 Museum of History of the State Medical Institute was established on the basis of the department.

The period is characterized by intensive development of science and introduction of a number of innovations in practice, the incidence study being one of them. The department developed regulations of specialized outpatient and inpatient medical care, thanks to studies of its employees.

At the beginning of 70’s a new concept that allowed to balance medical care of urban and rural population was developed.

To solve problems of medical care, the department set up a Problem Laboratory that was headed by N. Testemitanu. The employees of the laboratory developed a number of elaborations that were awarded the State Prize. The department joined officially N. Semashko Research Institute of Postgraduate Medical Training that was the All-UnionCenter coordinating health problems of the rural population. Later these achievements became fundamental in developing a plan to establish a network of outpatient medical facilities across the country.

In 1985 professor E. Popushoi founded the department of history of medicine taught at the department of Social Hygiene and Museum of History of the State Medical Institute.

After the sudden death of professor N. Testemitanu (1996), professor M. Raevschi became the head of the department.

In 1987 the department of Social Hygiene and Public Health Organization N1 merged with the department of history of medicine and museum of the University and was name the department of Social Medicine and Organization of Public Health N1. Professor E. Popushoi, honored worker of science was appointed the head of this department and he was in charge of it from 1987 to 2001.

In 2001 after the early death of corresponding member of the Academy of Sciences of the Republic of Moldova, professor E. Popushoi, the department of Public Health and Management “N. Testemitanu” and the department of the same name of the Center of Postgraduate Medical Training merged in conformity with the order of the rector.

Professor D. Tintiuc was appointed the head of the department. Professor D. Tintiuc was the head of the department of Social Hygiene and organization of Public Health in Odessa Medical Institute in the period from 1987 to 1992.
